He flat out says that the stronger opponent , the stronger he will become. Both of them were no match for him. He didn't say stronger in relation to himself, he just said the stronger the opponent. At the time they're the strongest opponents he's (known) to have ever faced except Kaioken x3 Goku. Either way he's definitely not talking about just zenkais.

I'm not Toriyama, obviously, but my own headcanon is that a Saiyans body knows when it's time to fight, and puts it in "fighting mode" (I think humans get adrenalin, which is similar, right?) and this is when it knows when to increase power. Not by a massive amount, I just need a way to get Vegeta's line to fit in with the story. Vegeta's quote matches Toriyama's perfectly, and there's very little else it could mean.

It could have only been referring to Goku on Earth (and then later Gohan if it takes into account Vegeta's current power and not max). But whichever fights you want to count it as I do think that Vegeta, and now Toriyama, were talking about something different to zenkais.
